American supported the District in the development, evaluation, and/or documentation of planning, engineering, environmental and cultural resource activities as outlined in the PD&E Manual. Tasks included the implementation of community involvement/public information programs, assisting in informing the public of the status and effects of transportation improvement projects. Thirty-five assignments were performed during this five-year contract.
One task performed was the SR 60 (Courtney Campbell Causeway) Multi-Use Trail PD&E Study in Clearwater, Florida. American completed a fast-tracked PD&E study for a new trail along the causeway with two bridge crossings over Old Tampa Bay, one a high-level 3000’ long structure. The study involved close coordination with MPOs in two counties and the Courtney Campbell Scenic Highway Committee. American brought this study from start to public hearing in four months, as the District was able to secure federal funding for a design-build project of the eastern segment.
